Homelessness Prevention and Rapid Re-Housing Program (HPRP)
On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which includes $1.5 billion for a Homelessness Prevention Fund, a portion of which has been translated into the Homelessness Prevention and Rapid Re-Housing Program (HPRP).
What is HPRP?
The Homelessness Prevention & Rapid Re-Housing Program (HPRP) is designed to help individuals and families who are homeless or at-risk of becoming homeless (have received an eviction notice, for example).
What specific types of assistance can be provided through HPRP? Short-term and medium-term rental assistance, catching-up on past-due rent, security deposits, utility deposits, utility payments, moving costs, life skills and tenant training and counseling, housing search and placement, mediation and outreach to property owners, and credit repair – all on an as-needed basis as determined by client evaluation and screening.
Funded through the California Department of Housing & Community Development, HPRP has evolved locally into a Continuum of Care for homelessness prevention and remediation called the Homeless Active Remediation & Prevention (HARP) Coalition. This Coalition consists not only of Community Assistance Network (CAN), but direct partners also include Rural Human Services/Harrington House, the Del Norte Department of Health & Human Services, the Del Norte Senior Center, Redwood Cove Community Center, and a Coalition of Churches led by Crescent City Foursquare Church. Indirect Coalition members include more than 40 local government agencies, nonprofits, and businesses – all interested in fixing the homelessness problem.
What are the roles of partner agencies?
Community Assistance Network (CAN): CAN serves as the lead agency for HARP and provides intake and eligibility assessment for individuals and families age 49 and under, rental assistance, utility assistance, case management, referrals to other agencies, and more.
Del Norte Department of Health & Human Services (DHHS): Intake and eligibility assessment for individuals and families already receiving assistance through one of their programs.
Del Norte Senior Center & Redwood Cove Community Center: Intake and eligibility assessments for seniors age 50 and over, short-term rental assistance, and case management.
Rural Human Services/Harrington House: Provides transitional shelter for women and children who are victims of domestic violence, plus related services such as case management, housing search assistance, and referrals for other resources.
Church Coalition: Crescent City Foursquare Church, acting as the lead church, provides oversight to a coalition of churches who deliver life skills classes.
